Previous Experience

Vice President for Foreign Policy and Defense Studies and Director of the Shelby and Kathryn Cullom Davis Center for International Studies, The Heritage Foundation, Washington, D.C.  Responsible for a public policy education program in Asian Studies, national security, foreign policy, arms control, homeland security, and international trade and economics at a non-profit, public policy educational think tank.   2002-2005.

Director, Asian Studies Center , The Heritage Foundation.  Responsible for all Heritage Foundation policy and publications on Asia dealing with foreign policy, security studies, and international trade.  November 1999 –November 2002.

Director, Strategic Studies Institute and Professor of Asian Studies, U.S. Army War College, Carlisle, PA. Directed a 35-person strategy research institute that produced studies for the Department of the Army, the Joint Staff and the Department of Defense.  Maintained an outreach program that developed intellectual partnerships with academe and business.  As a professor, taught courses in Asian Studies, national security and Chinese Politics. November 1997-November 1999.

Military Attaché to China ; Defense Attaché Office, United States Embassy, Beijing , China . Represented the U.S. Government to the Government of the People’s Republic of China on military and defense matters; managed bilateral military-to-military contacts; negotiated agreements; assessed security and politico-military developments in China and reported on them to the U.S. Government.  July 1995-December 1997. 

Colonels Assignment Officer, U.S. Army Personnel Command, Alexandria , VA.  Managed the careers and worldwide assignments of 250 Military Intelligence colonels and 250 Foreign Area Officer (regional specialist) colonels in the U.S. Army.

October 1993-May 1995.     

Strategist; Strategy, Plans and Policy Directorate; Office of the Deputy Chief of Staff of the Army for Operations and Plans; Department of the Army; Pentagon, Washington , DC . Developed strategy, policy and plans to achieve United States security objectives in Asia . April 1992-October 1993.

Assistant to the Director, Army Staff; Headquarters, Department of the Army; Pentagon, Washington, DC .  Developed policy, managed international contacts and programs, and monitored Army activities in the areas of intelligence, international activities, and military-to-military contacts for the Secretary and the Chief of Staff of the Army.  June 1990-April 1992. 

Assistant Military Attaché; US Defense Attaché Office; American Embassy, Beijing , China .  Represented the United States Army to the armed forces of China .  Monitored and reported on the activities of the People's Liberation Army, on Chinese arms sales, and on politico-military affairs. Witnessed and reported on the Tiananmen Massacre in China . May 1988-June 1990.                            

Counterintelligence Officer; Office of the Under Secretary of Defense for Policy; Pentagon, Washington , DC .  Developed and implemented U.S. policy on counterintelligence and technology and security for the Department of Defense; investigated cases of foreign espionage. February 1984-April 1988.

Research Fellow and Student, Chinese Language and Research Centre, National University of Singapore, Republic of Singapore . Took part in a one-year program of advanced Chinese language studies combined with a regional travel program in China and Southeast Asia . July 1982-July 1983.

Strategic Intelligence Officer; Intelligence Center, Pacific; US Pacific Command (CINCPAC); Camp H.M. Smith, Hawaii. Responsibilities:  Analyzed raw intelligence information and open source materials on political, social, economic, and military events in China , Vietnam and Cambodia for the Commander in Chief, US Pacific Command; wrote finished studies and estimates of future trends in Asia . August 1978-August 1981

Infantry Unit Leader; 1st Battalion, 29th Infantry Regiment, Ft Benning, Georgia, and 1st Battalion, 9th Infantry Regiment, 2nd Infantry Division, Camp Hovey, Tongduchon, Korea.  Provided leadership for units of soldiers.  July 1973-June 1977.

Signals Intelligence Collector; 7th Radio Research Field Station, Udorn, Thailand.  Gathered and analyzed communications and signals intelligence related to Chinese military operations in China, Vietnam and Laos as a Sergeant in the U.S. Army Security Agency. 1971-1972. 

United States Marine: Served as an infantryman and rifle squad leader in Marine Barracks, Kenitra, Morocco, and 27th Marines, 5th Marine Division, Camp Pendleton, California.  December 1964 - January 1968.
